Vulnerable Populations Self-Registration

The purpose of the Tuscaloosa County Vulnerable Population Registry is to provide emergency responders with important information from individuals who may require assistance during an emergency, for example: 

  • Tornado
  • Disease Outbreak
  • Flood
  • Hurricane
  • Power-Outage

This program is voluntary and individuals on the registry may decide whether or not to accept assistance. The information collected here will not be available to the public. Completion of this form in no way ensures that the individual completing this form will receive immediate or preferential treatment in an emergency. Individuals should maintain a personal emergency plan and may do so by going to our Preparation and Safety Page. Also, please register your individual storm if you have one by clicking here.  

We encourage you to sign up for the vulnerable populations registry if you:

  • Use life support systems, like oxygen, a respirator, a ventilator, dialysis, a pacemaker, or are insulin dependent
  • Require electricity to run life-sustaining equipment

  • Have trouble walking, moving around, or bedridden
  • blind, deaf, hard of hearing, or have trouble seeing
  • On dialysis
  • Have speech, developmental, or mental health disabilities
  • Use service animals

About

The Tuscaloosa County EMA, has created a vulnerable population/disability registry for disasters that is free, voluntary, and confidential. It is a web-based program designed to assist people with mental and physical disabilities who may find it difficult to be safe in the event of an emergency. The Vulnerable Population Registry is a tool that municipalities can use to help evaluate resident needs in their communities and assist in planning a response in an emergency. It is not a guarantee of assistance. Please remember that registration into this database is not a guarantee that you will be provided services or be placed on a priority list for an emergency response. This does not replace 911 in the event of a life-threatening situation. In an emergency, please CALL 911.

 

Register

People with physical and mental disabilities (or caregivers/family on their behalf) are encouraged to register electronically, if possible, by accessing the website in the link below. While registering in the database is not a guarantee that you will be provided services or placed on a priority list for responders, it will help responders be better prepared to meet your needs in a recovery. You only need to register once!

 

 

How the Registry is Used

Emergency management officials often view special needs registry development and maintenance from varying perspectives, ranging from concerns about the need for expectations management to an increased sense of confidence about being able to track individuals in their communities who require specific assistance during adverse conditions. The information collected here will not be available to the public.

Registries can also become a focal point for building a dialogue about emergency preparedness with individuals who have special needs or establishing a rapport with stakeholder groups who work with at-risk populations.

Registries are seen as a great tool to help emergency management officials enhance services to community members, but they are not the only tool. Planning, for yourself or your loved one's personal preparedness is an essential part of disaster recovery reducing stress and the amount of time it takes to recover.

Through Emergency Management's Everbridge system, registrants may be contacted by a phone call, text, or email once every other year to encourage them to submit any updates to their information they may have. Emergency Management will make every attempt to reach out to you via the methods provided when you registered. 

Vial of Life Program

The Vial of Life Program encourages individuals to fill out a form and put it on their refrigerator, along with putting a sticker on the front door indicating they have it placed on the refrigerator. This allows first responders (Firefighters, EMTs, and Paramedics) to quickly know to go the refrigerator to get their current medical history and list of medications in case they are experiencing a medical problem or emergency.
